What the evaluation establishes
Portfolio Proof applies the same frozen resolver policy as the authenticated API. The report shows aggregate outcomes, reason groups, supported jurisdictions, snapshot identity, and up to ten regulator-only examples.
What it does not establish
The report is not a bulk export, legal opinion, operator certification, national search, or proof that a facility is physically open. A full evidence receipt requires a separate authenticated, metered API request.
